Preamble
Ministry of Consumer Affairs, Food
& Public Distribution (FPD), vide O.M. no. 192(36)/2008-FC-A/Cs dated 8th
December, 2008 requested the Office of Chief Adviser Cost, Department of
Expenditure, Ministry of Finance, to conduct a
comprehensive study and make its recommendations on the entire gamut of
procurement incidentals, finalization of cost sheets, incentivisation of States
fulfilling procurement targets or moving to an incentive cost regime from
reimbursement of actual expenses etc.

Office of Chief Adviser Cost, Department of
Expenditure, Ministry of Finance, has accordingly taken up a comprehensive
study to send its recommendations on the following so as to enable the Ministry
of Consumer Affairs, Food & Public Distribution (FPD) to make a final
decision in this matter and fix the incidentals/ economic cost of wheat for the
ensuing Season on that basis: (i) Fixation of Procurement
Incidentals/ Distribution Cost for Wheat and Rice (Custom Milled Rice (CMR) and
Levy Rice) in both non-DCP and DCP Schemes. In case of Statutory Taxes levied by States on procurement, it may be
examined whether a limit can be placed for type/ number of taxes and amount of
taxes in each State as various States are levying new taxes on procurement
operations and also increasing the quantum of existing taxes. (ii) Improvement in the current
procedure for fixation of provisional cost sheets and for finalization of cost
sheets. (iii) Possible
improvements like incentivisation of States for fulfilling procurement targets
and/ or moving to an incentive cost regime from the current practice of
reimbursement of actual procurement expenses etc.

Keeping in view the provisional terms of reference
and objective of the study, this Questionnaire sets out various Proformae in
which the requisite data and information is needed so that a meaningful
analysis could be carried out and conclusions based on the factual information
are derived. All the concerned State
Department and implementing Agencies and repositories of relevant data are
requested to fill the Proforma in the questionnaire alongwith soft copy in CD
and send by Speed Post by 31st May 2009 at the following
